POSITION SUMMARY: Functional Area Expert (FAE) in the Electronic Capital Planning and Investment Control (eCPIC) tool provides technical administrative support for Department of Veterans Affairs (VA) instance of the system for the bi-annual generation and submission of OMB‘s Exhibit 300A and Exhibit 53. RESPONSIBILTIES: Submitting the annual and Passback submission packages for VA‘s Information Technology Planning and Budget Formulation (ITPBF) office through the eCPIC tool system. This effort includes the generation of XML schemas for OMB submission, reading and deciphering XML schema errors, error validation remediation including internal and external business logic errors and changes in requirements which will affect the schema logic and submission criteria. Additionally this position provides help desk support such as password resets, update user and group accounts and assist with other technical questions. The FAE will coordinate with the Budget Formulation (BF) Chief on issues that require escalation before contacting the eCPIC system helpdesk. This can include but not limited to, User Acceptance Testing issues, external validation errors related to the Federal IT Dashboard (ITDB), and eCPIC module customization issues. All issues submitted to the eCPIC helpdesk will be tracked until completed. FAE maintains the eCPIC user accounts; ensuring that only approved rights and privileges are granted and that accounts are activated and deactivated promptly. The FAE reviews the current eCPIC Access Control Lists (ACL) quarterly to ensure user status is current, for example, users who have not accessed the tool in 6 months or more are reviewed as candidates for deactivation. Coordinate with the ITPBF‘s Budget Formulation Chief to generate VA‘s Electronic Data Exchange (EDX) template in order to validate the specific fields required to be identified or tagged imported into the eCPIC tool or exported from the tool into an MS Excel template. FAE develops and runs reports using the report generation toolset provided within the eCPIC application. Also the FAE update the ITPBF VA user instruction guides for Exhibit 300A and Exhibit 53 for both submissions annual and Passback to include new guidance changes. Represent VA in various eCPIC tool system testing and development to champion VA ITPBF issues and to keep current on the product changes. Meetings include (1) Attending the Federal eCPIC Steering Committee (FESCOM), (2) Attending System Enhancements Overviews and (3) Participating in User Acceptance testing sessions (4) VA Liaison at eCPIC Configuration Control Board sessions Typically requires a bachelor's degree or equivalent, and 12 to 15 years of relevant experience; however, for this specific position the following is required: Five years of related experience. Eight (8) years of additional relevant experience may be substituted for education. Candidate must have a working knowledge and experience with eCPIC tool and the administration of it. Understanding of the Government budget process, specifically Exhibit 300A and 53 processes. Desired Qualification Comfortable with MS Office applications (MS Word, Excel, and PowerPoint). Experience in the Government especially VA budget process. Experience in performing eCPIC tool system administration tasks is particularly desired. General IT knowledge and experience such as help desk support. PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Some travel may be required.
