Position Summary: CACI is seeking a Project Director with a Federal Healthcare program management background, who will be r esponsible for managing a portfolio of programs supporting Integrated Data Repository (IDR),  Centers for Medicare and Medicaid Services (CMS) in the Baltimore and Washington DC Metropolitan area. The Director will oversee a set of challenging and vital technical programs to ensure high-quality delivery, customer satisfaction and overall growth of the portfolio. As a customer-facing leader, the PM will maintain customer relationships with business, technical and contracts contacts, as well as with support organizations within CACI.  To grow his/her profit center, the Director will lead initiatives to acquire follow-on business associated with assigned programs and support capture of new business opportunities. In an operations management role, the Director oversees financials and staffing for assigned programs.   Duties and Responsibilities: - Leads a portfolio of programs ensuring on-time and on-budget delivery of high-quality IT-related services to achieve customer satisfaction. - Adheres to contract commitments and customer requirements, as well as company policies, procedures and guidelines. - Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing multiple, concurrent routine and complex projects/programs. - Defines, acquires, and allocates budget, staff, and other resources necessary to accomplish the goals and/or objectives of the assigned program. - Ensures program and project profitability through disciplined forecasting, analysis and reporting. - Responsible for complex program management tasks and development of standards and processes for scheduling, administration, and accounting. - Ensures that teams adhere to disciplined delivery processes, industry standards and best practices in customer environments. - Inspires teams to identify opportunities, define solutions and deliver innovative services to customers. - Defines, launches, and drives mission-critical strategic and operational initiatives. - Provides thought leadership to project analysis and process improvement activities. - Acquires follow-on business associated with assigned programs and new business with existing and new customers. - Leads and actively participates on capture teams in capture and proposal activities. - Prepares and delivers presentations and white papers to customer and internal audiences. - Participates in writing and reviewing proposals and white papers, as well as creating presentations. - Communicates effectively with a wide variety and level of technical and non-technical audiences. - Identifies, analyzes and defines project/program requirements and scope. - Develops performance plans and evaluations of employees, including subordinate supervisors, as well as reviews evaluations to assure equity of individual employee performance objectives, standards and ratings among lower level staff/groups. - Successfully manages relationships with customer executives. - Establishes and maintains relationships with internal support organizations to enable effective interactions with PM‘s on programs comprising the portfolio. Required Qualifications - Requires a BS degree or equivalent and 15+ years of related experience, or a MS degree and 10+ years of related experience. - Technical and operational management skills - Proven experience in managing multiple, concurrent programs, including large, complex enterprise system/database projects, cross platforms and production environments. - Experience managing programs in the Federal Healthcare Information Technology sector. - Analytical and technical skills with the ability to analyze issues, assess technical risks, and deliver sound solutions in a timely manner. - Experience interfacing with external and internal stakeholders to manage high-level customer expectations, as well as contracts and resources. - Extensive knowledge of complex project management tasks and ability to develop standards and processes for scheduling, administration and accounting; able to manage project control team. Must be able to effectively monitor budgets and control funding expenditures. - Experience briefing executive management. - Exceptional verbal and written communication skills. - Prior project management experience required with large scale Software Development Life Cycle (SDLC). - Current PMP certification.   Desired Qualifications: - Program knowledge of Medicare, Medicaid, functional models and business processes. - Experience with health insurance plans, policies, processes and terminology. - Experience with managing analytics projects, including data warehouse and business intelligence. - Experience with the CMS XLC. - Experience with CMMI Level 3 delivery. EDUCATION & EXPERIENCE: Typically requires bachelor‘s degree or equivalent, and 16 or more years of experience, including three to five years of supervisory/management experience.   PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
