Job Description

POSITION SUMMARY: CACI has an exciting and challenging opportunity available for a Program Requirements Lead supporting an Intelligence Community customer‘s initiatives to improve or enhance various engineering and operations activities through: Task Order initiation and planning of operational baseline IT infrastructure changes, and other initiatives that create efficiencies, enhancements or overall program improvements to effectively achieve mission goals and objectives as directed by the customer. Experience in actively planning, organizing, motivating, communicating, monitoring, reporting, and controlling resources, procedures, processes, and protocols to achieve low, medium, and highly complex projects as directed by a government customer. Expertise with implementing a project from the initial design and approval phase through execution and closure using industry standard project management processes and procedures to efficiently and effectively meet defined project goals and objectives. Ability to evaluate risks, maintain cost, schedule, and performance goals, efficient resource loading, resolve schedule conflicts, and respond to potential modifications in direction. Effectively communicate with government officials on a regular basis and respond to questions, concerns, or issues.   RESPONSIBILTIES:. - Focus will be on initiation and planning phases of project management - Process Owner and management for establishing project estimates that include a technical response, as well as estimated staffing resources, costs for labor, hardware procurement, software procurement, implementation, O&S costs across the FYDP, travel, ODCs, a bill of materials list with associated items descriptions, types of equipment, price, and capacity, and key milestones. - Identify project risks and develop risk matrix and mitigation plans. - Manage all phases of the the standard change process that assigns small initiatives for exection including schedule and performance adherence. When issues or problems are identified, develop information necessary to present the concern and provide alternative solutions. - Effectively collaborate and communicate across various IC stakeholders, engineering components, and operations and sustainment teams to maintain project goals and objectives. - Evaluate and recommend changes and/or process improvement to address performance, standardization and industry best practices. - Follow all customer required processes and procedures, ensure projects meet compliance with all Government policies. - Represent customer requirements in technical exchanges with other government agencies - Travel up to 10% may be required.  EXPERIENCE: - 10+ years related business experience with project management tools, processes, and procedures - 4+ years experience managing programs or projects that involve complex engineering initiatives, diverse stakeholders, global facilities, and constrained budgets. - Understanding and experience with maintaining cost, schedule, performance components of a project. - Experience with project management tools. - Demonstrated experience with developing and presenting synthesized and comprehensive project status to senior government officials on a regular basis. - Demonstrated experience with supporting project initiation, planning and design, execution, monitoring and control, and closure using industry standard best practices. - Ability to implement lessons learned, process improvement, and recommend enhancements to current processes and procedures. - Ability to document project status to include system configuration changes. - Ability to interface with vendors as required. - Ability to collaborate across various project components on a regular basis. - Ability to work independently with little direction and guidance. - Ability to work weekends and evening hours as needed. - Excellent writing and communication skills, including the ability to develop analytical documents and present oral presentations to senior/executive management. - Proficient is MS Office suite -“ Visio, Word, Excel, PowerPoint, and Project.   CLEARANCE LEVEL: - Security Clearance: active TS/SCI with eligibility for CI Polygraph. EDUCATION: - Typically requires bachelor‘s degree or equivalent, and 10 to 12 years of related (project support or management) experience.   CERTIFICAITONS: - Project Management Professional (PMP).   DESIRED CERTIFICATIONS: - Master‘s degree in Business, Management or related field - DOD 8570 IAT Level 2 - ITIL v3 Foundations
