Job Description

POSITION SUMMARY: Analyzes factors and current market conditions related to acquisition planning for the acquisition of complex systems.   RESPONSIBILTIES: This position will assist Procurement Contracting Officers with all pre-award procurement activities from requirements package generation to contract transition.  Performs sophisticated market research and prepares acquisition planning recommendations for Program Managers and Contracting Managers in the government.  Market Research - Assist in acquisition planning. - Conduct market research to identify sources, contract vehicle and other information as necessary.  Acquisition Package Development - Develop actionable acquisition packages for requirements such as Indefinite Delivery, Indefinite Quantity (IDIQ) Single Award and Multiple Award contracts, Blanket Purchase Agreements (BPA) Single Award and Multiple Award contracts, Simplified Acquisitions, Commercial Items, Service Contracts, GSA purchases, etc. - Develop determination and findings (D&F)  Procurement - Assist developing technical evaluation plans - Support proposal evaluations and develop price negotiation memorandums (PNM). - Support negotiations and debriefings. - Develop Negotiation Memorandums - Assist developing final contract documentation such as Award Decision Documents - Assist and develop pre-award contract modifications - Build hard files of each requirement  Contract Transition - Support contract transitions to Administrative Contracting Officer Performs independent research on statutes and directives.  Applies extensive knowledge of acquisition directives to tailor each procurement to the appropriate statutes and provisions.  Has excellent interpersonal skills, proven verbal and written communications, and the ability to work in a dynamic environment.   Experience with ComprizonSuite contract writing software not necessary but a plus. EDUCATION & EXPERIENCE: Bachelor's degree and seven to nine years of related (government acquisition) experience.  Level III Acquisition Professional Development Certification desired.   PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face.
