Position Summary: CACI is seeking a ETL Project Manager with a Federal Healthcare program management background, who will be r esponsible for managing program supporting Integrated Data Repository (IDR), Centers for Medicare and Medicaid Services (CMS) in the Baltimore and Washington DC Metropolitan area. The ETL Project Manager will ensuring the delivery of all services in accordance with the established program schedule, providing long term strategic planning support, managing day-to-day operations of the contractor staff, providing oversight for program risks and issues. Duties and Responsibilities: - Defines, launches, and drives mission-critical strategic and operational initiatives in core non-technical programs. - Creates a method of change management including ownership of a documentation library, communication plans, process training, etc. - Matrix manages directors/managers from multiple departments to accomplish interdepartmental initiatives. - Clearly documents and presents findings including creation of diagrams and procedure documentation. - Responsible for driving recommendations through to implementation. - Communicates effectively with a wide variety of technical and non-technical audiences. - Identifies, analyzes and defines project requirements and scope. - Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex projects/programs. - Assists with budget, staff, and other resources necessary to accomplish the goals and/or objectives of the program group/function. - May develops performance plans and evaluations of employees, including subordinate supervisors as well as reviews evaluations to assure equity of individual employee performance objectives, standards and ratings among lower level staff/groups Required Qualifications - Requires a BS degree or equivalent and 15+ years of related experience, or a MS degree and 10+ years of related experience - Technical and operational management skills - Proven experience in managing large, complex enterprise system/database projects, cross platforms and production environments - Experience managing projects in the Federal Healthcare Information Technology sector. - Analytical and technical skills with the ability to analyze issues, assess technical risks, and deliver sound solutions in a timely manner - Experience interfacing with external and internal stakeholders to manage high-level customer expectations, as well as contracts and resources. - Extensive knowledge of complex project management tasks and ability to develop standards and processes for scheduling, administration and accounting; able to manage project control team. Must be able to effectively monitor budgets and control funding expenditures. - Experience briefing executive management. - Exceptional verbal and written communication skills. - Current PMP certification. Desired Qualifications: - Program knowledge of Medicare, Medicaid, functional models and business processes. - Experience with IDR or CMS - Experience with managing analytics projects, including big data warehouse and business intelligence. - Experience with the CMS XLC and CMMI Level 3 delivery EDUCATION & EXPERIENCE: Typically requires bachelor‘s degree or equivalent in an engineering or scientific discipline, and 16-18 years of progressive and related experience. PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
