Constructs the overall system architecture of the technical solution, to include external and internal interface analysis, internal interface definition, and functional requirement allocations. May lead a team of planning analysts responsible for the research and technical assistance for a user group. Position Summary: CACI is seeking a Technical Lead/Architect with a Federal Healthcare background, who will be responsible to lead and provide technical direction for supporting Integrated Data Repository (IDR), Centers for Medicare and Medicaid Services (CMS) in the Baltimore and Washington DC Metropolitan area. The Technical Lead/Architect will be responsible for the full systems development lifecycle from requirements gathering through implementation of various functional architecture solutions. This person will work closely with our clients and must demonstrate individual functional and professional knowledge to ensure that the work products and deliverables are of the highest caliber to ensure client satisfaction. Duties and Responsibilities: - Performs disciplined systems architectures as it relates to technical solutions. - Establishes system architectural design and functional requirements for the technical solution, to include external and internal interface analysis, definition and requirement allocation. - Works with cutting edge technologies and innovative equipment to design, develop, analyze, and execute technical solutions in support of customer architectural and engineering development and requirements, and evaluation and analysis of current and future technology. - Identifies discrepancies between the enterprise technical architecture and systems designs proposed by project teams, and assist project teams in resolving the discrepancies. - Builds and uses analysis models and techniques to support the evaluation of current and proposed future architectures. - Identifies architectural and technology risks with the potential to impact customer or company plans; develops goals and plans to mitigate risks. - Defines IT architecture issues and allocates requirements. Identifies hardware and software architectural needs and solutions. - Designs protocols applicable to assigned projects and system needs. - Designs real-time software applications on selected platforms. - Establishes project development practices to achieve reliable results. - Researches current and future technological developments and applications. - Acts as an advisor to IS system engineers and proposes changes to the enterprise technical architecture based on analysis of requirements and new technology. - Works closely with systems users to provide guidance in the identification and resolution of user problems and concerns. - Adheres to configuration management and documentation practices. - Applies knowledge of enterprise IT needs to design improved processes, generate valid requirements and ensure these are consistent with enterprise technical architecture. - Work collaboratively with clients, intermediaries and internal CACI technical experts to build high impact solutions - Work with Business Stakeholders and Project Managers to understand inefficiencies in clients‘ existing business processes and applications and recommend solutions - Capability to lead discussions and meetings - Expert in ETL design and implementation and direct teams Required Qualifications - Over 10 years of -œBig Picture- experience in a large IT systems. Experience understanding system processes and identifying metrics to improve business/systems efficiency - 5-10 years of experience working with client facing consumers web sites with a good understanding of technologies and processes. Experience working with a large number of vendors interacting with the client IT systems - 4-5 years of Agile Software Development - 3-5 years of IT Project & Team Leadership experience - 3-4 years of Experience with Teradata, Hadoop Big Data solutions - Understanding Mainframe Platform and integration with other tools like SAS - Exceptional communication and interpersonal skills. - Ability to work with a diverse group of people of different skills, backgrounds, organizations and management levels - Analytical and technical skills with the ability to analyze issues, assess technical risks, and deliver sound solutions in a timely manner - Expertise ITIL process in incident management, problem management, change management and release management. Desired Qualifications: - 8+ years of experience delivering business intelligence solutions - Expert in dashboards, visualization and reporting front end - Experience with various BI tools such as SAS, Cognos, OBIEE, Tableau etc. - Expert in relational database concepts and SQL - Exposure to the Latest technology in Big Data - Exposure to the latest technology in Master Data Management (MDM) and Data Quality Services - Strong leadership skills, decision making and problem solving abilities. - Experience with the CMS XLC and CMMI Level 3 delivery is plus   RESPONSIBILTIES: Performs disciplined systems architectures as it relates to technical solutions. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
