Job Description

POSITION SUMMARY: As an emerging expert, plans, conducts, and coordinates major programming applications of complex computer-based business systems. Provides analytical support and technical advice during the conceptualization, development, and implementation phases. Prepares cost estimates and detailed schedules for system projects. Provides team leadership to less experienced employees.       RESPONSIBILTIES: Provide system analysis, including trade off studies, architecture and infrastructure definition, risk management, interface management, data management, and performance measurement.  Recommending Software and Hardware architecture approaches for Army communications applications.  Generating and presenting design models and architecture layouts for customer review.  Analyzes software requirements to determine feasibility of design within time and cost constraints, while factoring in information assurance (end-to-end security).   Plans, conducts and coordinates programming assignments of a broad and complex scientific, technical and business character.   Analyzes, designs, leads and coordinates the development of complex-based business software systems and hardware to form a basis for the solution of information processing problems.   Designs and develops complex programming systems making specific determinations about system performance; defines functional specifications of the system for the appropriate hardware.   Analyzes total system specifications and translates system requirements to task specifications for computer programmers.   Provides analytical support and technical advice during the conceptualization, development, and implementation phases.   Prepares cost estimates and detailed schedules for system projects.   Enters code changes into computer system to correct errors.   Analyzes performance indicators such as system‘s response time, number of transactions per second, and number of programs being processed at once, to ensure that system is operating efficiently.   Changes system software so that system performance will meet objectives as needed.   Reviews computer system capabilities, workflow, and scheduling limitations to determine if requested changes to operating system are possible.   Writes description of steps taken to modify system and procedures required to implement new software. Reviews descriptions made by less experienced employees.   Provides team leadership to less experienced employees. EDUCATION & EXPERIENCE: Typically requires bachelor‘s degree or equivalent, and 12-15 years of related (systems analysis and complex business systems support) experience.   Clearable to Secret or higher clearance.    Bachelor‘s or Master‘s degree or equivalent and ten to twelve years of related experience.   Experience with developing commercial software products for various customer bases. DESIRED SKILLS -  Comprehensive knowledge of hardware, software, application, and systems engineering -  Ability to explain complex technical issues in a way that non-technical people may understand -  Align leadership, user base and customer stakeholders to holistic development and implementation strategy -  Link business mission, process and strategy to the design, development and implementation of applications -  Deep knowledge of Database systems, schemas and ETL processes -  Experience and understanding of unified application design and visual language -  Experience as a Scrum Master leading and facilitating Sprint Development for Enterprise Applications -  Share best practices, lessons learned and constantly updates technical architecture and design to keep applications innovative -   Identifies implementation risks and analyses potential impact on the achievement of scheduled objectives
