Job Description

The Federal Emergency Management Agency (FEMA) is the federal coordinator to prepare for, prevent, respond to, and recover from domestic disasters and emergencies. FEMA is responsible for saving lives and protecting property and public health and safety in a natural disaster, act of terrorism, or other manmade disaster. FEMA consists of six primary components: Response and Recovery, Federal Insurance and Mitigation, Protection and National Preparedness, United States Fire Administration, Regional Operations, and Mission Support.    FEMA employs Federal Grants as the primary mechanism to accomplish its mission. FEMA currently manages 40+ active grant programs in support of its response, recovery, mitigation, and preparedness missions. Collectively, these programs represent approximately 70% of FEMA‘s total spending.    The GMM Data Architect will be responsible for day to day leadership of the data analysis, architecture and integration team supporting GMM for CACI. He/she will consult with information technology, data analytics, product creation and development staff to design and implement scripts, programs, databases, software components and analyses that will support product quality and an in depth understanding of potential uses of the data.  The position requires extensive experience in information management for both relational and NoSQL technologies (to include requirements analysis, data modeling, data mapping/transformation, data quality and data cleansing, and data migration), data warehousing, data virtualization, and big data and business intelligence/analytics.           Knowledge and understanding of the mission of FEMA is highly desirable.  Specific knowledge of the Grants Management process is desirable. The selected candidate will be highly skilled in customer and stakeholder relations. He/she will be responsible for oversight of the data architecture/engineering team -“ to include personnel management, financial management, and risk and quality management.         RESPONSIBILITIES: Responsibilities will include, but are not limited to the following: - Performs a key management and thought leadership role in the areas of advanced data techniques, including data modeling, data access, data integration, data visualization, text mining, data discovery, statistical methods, database design and implementation. - Defines and achieves the strategy roadmap for the program; including data modeling, implementation, and data management for the GMM enterprise data warehouse and advanced data analytics systems. - Sets the vision, gathers requirements, gains business consensus, performs vendor and product evaluations, mentor‘s business and development resources, and delivers solutions, training and documentation. - Establishes standards and guidelines for the design & development, tuning, deployment and maintenance of information, advanced data analytics, and text mining models and physical data persistence technologies. - Provides leadership in establishing analytic environments required for structured, semi-structured and unstructured data. - Defines and implements the strategy roadmap for enterprise data, implementation and data management for new data sources, publicly available data, business-to-business partnerships, and advanced Data Analytics systems. - Draws conclusions and effectively communicates findings with both technical and non-technical team members. - Works with staff and customers to understand the business requirements and business processes, design data warehouse (-œDW-) schema and define extract-translate-load (-œETL-) and/or extract-load-translate (-œELT-) processes for DW. - Creates discover-access-distill (-œDAD-) strategies to bring significant value data understanding. - Frames and conducts complex analyses and experiments using various statistical techniques. - Develops specific metrics for quality and consistency reviews of data. - Draws conclusions and effectively communicates findings with both technical and non-technical team members, providing active leadership skills across project team and business community. - Ability to coach and mentor senior and mid-level functional staff on the development of projects plans; definition of deliverables and milestones; analysis of interdependencies; identification of contingencies; analysis and mitigation of risk; escalate potential issues; and analysis and reporting of project status. - Builds and maintains positive working relationships with: the GMM PMO, the GMM Sponsor(s); our partners; and all levels of staff.  - Ensures data architecture team tasks are executed in accordance with CACI and Client policies and procedures, on time and within budget. - Prepares progress reports; anticipates issues and ensures timely resolution.  Bachelor‘s degree and 12-15 years of related experience.  Master‘s degree preferred but not required.   CRITICAL SKILLS: - Proven leadership skills - Extensive expertise in Oracle/MySQL database, as well as data modeling, both logical and physical. - Extensive experience in multidimensional data modeling, such as star schemas, snowflakes, normalized and de-normalized models, handling -œslow-changing- dimensions/attributes. - Extremely strong analytical and problem-solving skills. - Outstanding verbal, written and visual presentation skills. - Proven strong negotiating and consensus building abilities. - Proven skills to work effectively across internal functional areas in ambiguous situations. - Structured thinker and effective communicator, comfortable with interacting with customers. - Ability to work independently, establishing strategic objectives, project plans and milestone goals. - Extensive experience providing practical direction on information and analytics platforms in conjunction with EDW tools and technologies. - Experience using with project management, ITIL and SDLC (Waterfall, Agile/SAFe and Incremental) methodologies. - Solid experience with Data Warehouse and BI systems; extensive experience for collecting business requirements from customers, and transform the requirements into DB data processes and data schema. - Proven track record in rapid prototyping and design for new projects and analytic R&D environments - Ability to translate broader business initiatives into clear team objectives and concrete individual goals, aligning appropriately with other groups for efficient, coordinated action. - Knowledge of relational SQL databases and SQL in at least one of the following environments: Oracle, Microsoft SQL Server or MySQL. - Demonstrated experience working with customers and partners to document, cleanse, transform and convert legacy system data to the target format DESIRED SKILLS: - Experience with developing and managing to large, complex Integrated Master Schedules - Experience with task estimation and estimation tool suites designed to produce more accurate schedule and cost estimates. - PMI certification - Earned Value Management experience - Experience with legacy FEMA Grants Management systems U.S. citizenship and Secret clearance required. Program will be headquartered in the Northern Virginia/National Capital Region.
