The Federal Emergency Management Agency (FEMA) is the federal coordinator to prepare for, prevent, respond to, and recover from domestic disasters and emergencies. FEMA is responsible for saving lives and protecting property and public health and safety in a natural disaster, act of terrorism, or other manmade disaster. FEMA consists of six primary components: Response and Recovery, Federal Insurance and Mitigation, Protection and National Preparedness, United States Fire Administration, Regional Operations, and Mission Support. FEMA employs Federal Grants as the primary mechanism to accomplish its mission. FEMA currently manages 40+ active grant programs in support of its response, recovery, mitigation, and preparedness missions. Collectively, these programs represent approximately 70% of FEMA‘s total spending. The GMM Functional Lead will be responsible for day to day leadership of the business analyst team supporting GMM for CACI. The position requires extensive experience in business requirements analysis; process design; business rule capture/design; and data model design and development. GMM will be released as a single-“award IDIQ contract with CPAF, T&M or FFP task orders. IT/Business process transformation experience is critical given the customers desire to continue to streamline their existing Grants Management business processes to enhance mission and operations support. Knowledge and understanding of the mission of FEMA is highly desirable. Specific knowledge of the Grants Management process is mandatory. The selected candidate will provide input to long and short range planning of projects, development of business solutions, process re-engineering, project scheduling, budgeting, reporting and implementation, with special emphasis on coaching and mentoring staff on the planning and execution of critical business initiatives. He/she will be highly skilled in customer and stakeholder relations. He/she will be responsible for managing contract performance -“ including, personnel management, financial management, and risk and quality management. Experience as the lead business analyst in a large scale, complex, Agile based software development program is required. RESPONSIBILITIES: Responsibilities will include, but are not limited to the following: - Lead the translation of customer requirements into functional and non-functional requirements for the target system. - Apply Grants Management expertise and industry best practices to lead the development of to-be business processes and procedures. - Identify opportunities for business process improvement - Work with the customer and partners to document legacy system data, and map/transform the legacy data to the target format - Lead the development of: Business Process Workflows, Functional Requirements Specifications; Requirement Traceability Matrix, Epics, and Use Cases/User Stories. - Lead application design and module configuration activities as appropriate - Lead application/capability demonstration sessions with customers and key stakeholders as required - Review and comment on the functional/capability configuration developed by CACI SCRUM teams for each of the solution modules - Review and provide feedback on system and functional design documents, test plans and scenarios, and other associated artifacts - Review and comment on proposed functional/capability configuration for each of the product modules - Coach and mentor senior and mid-level functional staff on the development of projects plans; definition of deliverables and milestones; analysis of interdependencies; identification of contingencies; analysis and mitigation of risk; escalate potential issues; and analysis and reporting of project status. - Build and maintain positive working relationships with: the GMM PMO, the GMM Sponsor(s); our partners; and all levels of staff. - Ensure functional team tasks are executed in accordance with CACI and Client policies and procedures, on time and within budget. - Prepare progress reports; anticipate issues and ensure timely resolution. - Diagnose problems accurately and timely; evaluate and develop alternative courses of action; recommend and/or implement creative and effective solutions; document results. - Plan and facilitate functional team meetings; ensure comprehensive minutes, agendas and schedules are prepared and distributed timely - Manage functional team cost, schedule, performance, and quality and report metrics as defined by customer specified SLA‘s. - Contribute to Earned Value Management tracking - Facilitate gathering of project/program requirements and monitor closely the functional team‘s progress against critical milestones and deliverables. - Ensure preparation for various status and progress reports with metrics for consumption of various stakeholders. - Work to create a high-performance team environment where diversity is valued and people are treated with respect and dignity. - Plan, prepare content for, and facilitate changes reviews and approval board meetings. - Proactively identify and evaluate program challenges then develop alternative courses of action; recommend and/or implement creative and effective solutions; Bachelor‘s and 12-15 years of related experience. PMI certification and Master‘s desired but not required. CRITICAL SKILLS: - Proven leadership skills - Specific knowledge of the Grants Management process. - Demonstrated experience managing multi-functional project teams in a systems development environment - Demonstrated experience working with customers and partners to document, cleanse, transform and convert legacy system data to the target format - Demonstrated experience identifying business process improvements - Proven ability to meet deadlines and manage multiple, dynamic priorities. - Experience as the lead analyst for a large scale, complex Agile based software development program. - Technical proficiency developing user reports using reporting and business intelligence tools - Technical proficiency with SQL for reviewing data, troubleshooting and testing/validating source system data. - Experience with gathering reporting requirements and conducting -œmap and gap- analysis/assessment - Experience working in and leading Integrated Product Teams (IPTs) - Experience managing complex tasks under tight budget and time constraints - CMMI Level 2, 3 program implementation experience - Ability to build and maintain positive working relationships with all stakeholders to ensure program success. - Strong organization and time management skills - Strong analytical skills and strong problem solving skills. - Team player able to adjust to a dynamic working environment that supports a government agency - Strong written, verbal, and listening skills DESIRED SKILLS: - Experience with developing and managing to large, complex Integrated Master Schedules - Experience with task estimation and estimation tool suites designed to produce more accurate schedule and cost estimates. - Earned Value Management experience - Experience with legacy FEMA Grants Management systems U.S. citizenship and Secret clearance required. Program will be headquartered in the Northern Virginia/National Capital Region.
