Job Description

The Federal Emergency Management Agency (FEMA) is the federal coordinator to prepare for, prevent, respond to, and recover from domestic disasters and emergencies. FEMA is responsible for saving lives and protecting property and public health and safety in a natural disaster, act of terrorism, or other manmade disaster. FEMA consists of six primary components: Response and Recovery, Federal Insurance and Mitigation, Protection and National Preparedness, United States Fire Administration, Regional Operations, and Mission Support.  FEMA employs Federal Grants as the primary mechanism to accomplish its mission. FEMA currently manages 40+ active grant programs in support of its response, recovery, mitigation, and preparedness missions. Collectively, these programs represent approximately 70% of FEMA‘s total spending.    The position requires extensive experience leading the test organization for a large, complex software development program.  Successful candidate will possess first-hand experience working in an agile development environment; and demonstrate a strong background using automated test tools to support the testing process.  Knowledge and understanding of the FEMA mission and FEMA CIO shop is desirable, not required.  Individual will be highly skilled in customer and stakeholder relations; will have excellent knowledge of software quality and test best practices, with knowledge of or experience with Science-Based Design of Tests (SBDT) a plus; and a will possess a wide range of experience controlling and improving quality of service for software solutions developed for the Federal Government. RESPONSIBILITIES: Responsibilities will include, but are not limited to the following: - Manage resources to achieve project goals and team member performance and growth targets. - Provide Team status and updates to Project Management as required - Prescribe test methodologies; plan, build and execute test plans, data and scenarios; and maintain traceability of testing activities to requirements. - Implement test automation at every level of an Agile/DevOps oriented system engineering process. - Work with configuration manager to help ensure that environments and environment resources are correctly set up and scheduled for testing events. - Work with configuration manager to ensure that automated testing is part of the automated DevOps pipeline. - Ensure quality of code and deliverables is in line with project and industry standards. - Ensure quality of test execution - Ensure client expectations are being appropriately established and met regarding testing and results. - Optimize efficiency and effectiveness of testing efforts. - Identify, track, and measure key quality metrics. Promote continuous process and service improvement Bachelor‘s degree with 8-12 years of software test experience.    CRITICAL SKILLS: - Experience testing complex multi-vendor solutions developed using Agile methodologies and deployed via DevOps processes. - Experience using advanced test automation tools and techniques. - Demonstrated ability to lead complex solution testing. - Ability to remain calm under pressure with the ability to solve problems. - Strong communication skills, including ability to communicate effectively with subcontractors and clients at multiple locations. - Excellent organizational skills including the ability to prioritize and track work to completion. - Ability to flexibly adapt to schedule changes, particularly during period leading up to code handoffs and product release activities. US citizenship and Secret clearance is required.  Top Secret preferred.  Program will be headquartered in the Northern Virginia/National Capital Region.
