POSITION SUMMARY: Supports program activities of the Department of Transportation by providing high quality customer service with operational program support in the areas of database creation, data input, tracking, scheduling, and facilitation. The scope of this work encompasses operational and programmatic support, to include duties which may include assisting with budget/financial data and initiatives; handling requests for waivers from certain railroad regulations; and handling requests for data to be released under the guidelines of the Freedom of Information Act (FOIA). RESPONSIBILTIES: Assist with budget planning, formulation, execution, and monitoring, to include preparation of annual budgets, purchase and supply requests, inventories, and financial/acquisition plans; Input, track, and report on financial data and initiatives; Requisition procurement requests; Coordinate in reconciling existing accounts; Coordinate with Contracting Officer Representatives (CORs) on current and future projects; follow up with CORs, Fund Administrators, and Contracting Officers to ensure timely delivery of all funding requests; plan and coordinate meetings; Serve as property management and records management proxy; Serve as the facilitator for requests for waivers to railroad regulations. Receive incoming waiver requests, upload into the correspondence tracking system, and track to resolution. Coordinate requests with senior management, staff directors, regions, and external stakeholders (including Office of Chief Counsel, railroads, and railroad organizations) to prepare for resolution; Facilitate Safety Board meetings to discuss and consider waiver requests, brief senior leadership before meetings, and present all information to Board (including recommendations from HQ staff directors and subject matter experts) so that the Board may make informed decisions on waiver requests. Draft, format, edit, and send appropriate correspondence regarding decisions; Prepare waiver documents for uploading to the public docket, and maintain all waiver request records in required formats under guidelines of National Archives and Records Administration, to include paper and electronic versions; and Assist government personnel with all aspects of requests submitted under the Freedom of Information Act. Receive incoming requests, upload into iCMS, and track to resolution. Coordinate with staff to adequately respond to FOIA requests. Compile all necessary files, review and redact information as appropriate and in keeping with Federal laws and regulations. Provide requested information in timely manner. Help clear existing backlog of FOIA requests. Additional program support activities may include: Create, collect, compile, and input information in systems and spreadsheets for complex administrative projects requiring technical analyses and input from various segments of the organization. Create databases through Microsoft Excel, Microsoft Access, and SharePoint to use as analytical tools for senior staff members. Track elements of the personnel program to include, personnel recruiting, and staffing. Track invoices, funding, and progress for grants and contracts to comply with current standards Create Standard Operating Procedures. Maintain, update, and track task assignments and reports progress to ensure consistent information exchange and completion. Track, receive, and maintain an up-to-date inventory of supplies and other materials to ensure the quality and quantity of appropriate materials and supplies are delivered and received on-schedule Track, prepare, scan, and route correspondence and other documents. Assist in the preparation of annual budgets, purchasing and supply requests, inventories, and financial/acquisition plans. Respond to customer inquiries in a timely and courteous manner on requests that include providing program information in-person and via telephone. Facilitate meetings, workshops, webinars and training sessions, as well as provide assistance in various aspects of planning, designing, executing and following-up of various events. Ensure that required meeting equipment is available and operating for each meeting conducted Schedule, coordinate, conduct, and communicate all logistics of meetings, including Internet-based forums, webinars, and discussion groups; video conferences; teleconferences; and other electronic communications. Prepare and provide meeting materials. Process travel arrangements by making transportation and lodging reservations, preparing necessary travel authorizations and vouchers, and compiling various reports on travel status, budget, and expenditures. Organize and maintain files, as well as conduct audits for quality control purposes. EDUCATION & EXPERIENCE: Typically requires bachelor‘s degree or equivalent, and two to four years of related experience, but for this specific position the following is required: Requires at least one year of experience in acquisition or financial management, along with at least three years of experience using Microsoft Excel with a demonstrated ability to develop complex spreadsheets with pivot tables, macros, conditional formatting and formulas. Desired Qualifications: Delphi experience Individual must be able to obtain Federal background clearance. PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
