POSITION SUMMARY: Under general direction of team lead or CACI project manager, executes market research and recommends acquisition planning alternatives to government project director and Contracting Officer. RESPONSIBILTIES: Manages complex contracts of all types. Takes leadership role in source selections to support Past Performance Assessment and Proposal Pricing Reviews. Obtains appropriate rate and technical review information to assess contractor proposals. Enters proposal data into automated source selection systems. Performs cost, schedule and technical analysis of contractor performance on a wide variety of projects encompassing services, supplies, research and development and major integrated projects. Independently researches government directives and policies as well as applicable statutes to research issues in areas of responsibility. Prepares associated documentation including acquisition plans, source selection plans, test and evaluation master plans, requests for proposal, requests for grants and other transaction proposals and associated determinations and justifications required by statute or policy. Performs independent research on statutes and directives. Uses automated systems for contract writing and reporting. Understands acquisition cycle from basic research to production and test. Provides regular reporting to senior management on acquisition issues. May provide advice and guidance to less experienced analysts. EDUCATION & EXPERIENCE: Typically requires a Bachelor's Degree and 2-4 years of relevant experience, but for this position the following is required: Bachelor‘s Degree; 24 college credits must be in accounting, law, business, finance, contracts, purchasing, economics, management, marketing, quantitative methods, or organization. PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Some travel may be required.
