Job Description

Duties and Responsibilities:   Support the Government Lead in the development and implementation of earned value management (EVM) policies, guidelines, and procedures within an Agile framework to ensure quality and program control requirements in accordance with the Electronic Industries Alliance (EIA)-748 EVM Systems Guidelines are followed.   The employee shall:   1) develop, implement, and utilize assessment techniques to be used in the preparation of formal reports and presentations for review and approval by the Deputy Director for Earned Value Management (EVM);   2) maintain program and administrative reference materials, project files, and relevant background documents and make available policies, procedures, and written instructions for the Deputy Director for EVM; and   3) ensure all PARCA actions, including coordination's, are documented/recorded in the official internal PARCA tracker tool.   The employee shall also communicate DoD policy to Government and Industry stakeholders through presentations and development of position papers and support the operation of the DoD EVM Community of Practice through outreach with Government and Industry stakeholders.   The employee may also be asked to support the DoD Deputy Director for EVM to influence EVM competency requirements and courseware with DAU to ensure course content aligns with current EVM policy and support other OSD Defense Acquisition Workforce Improvement Act (DAWIA) functional leads with EVM expertise to influence the competency requirements for EVM within their respective functional areas. Required Qualifications:   Bachelor's Degree in a recognized engineering, scientific, technical, management, or related discipline and 2-4 years of applicable work experience.    Demonstrable analytical capability, demonstrated in the areas including statistics,engineering, or disciplines requiring logic and problem identification and problem solving.   Experience working in a DoD PMO or PEO.   Basic understanding of the DoD acquisition process, particularly as it pertains to MDAPs and MAIS.   Knowledge of DoD EVM and Financial Management policies, practices, processes, and regulations applicable to DoD systems acquisition management in accordance with DFARS and DoDI 5000.02   General understanding of the EIA-748 Earned Value Management (EVM) requirements   Interface with industry and Government partners regarding EVM best practices, policy and tools.   Provide training support to services, program office personnel, and industry.   Participate in the development of EVM policy and studies.   Familiarity with the process for drafting and preparing official correspondence packages for staffing for senior leadership signature.   Outstanding written and verbal communications skills.   Minimum 3 years of experience (or 2 years in conjunction with a Master‘s Degree), preferably with EVM techniques to evaluate project progress.   Strong quantitative analytical capability, demonstrated in the areas of statistics, engineering, or similarly quantitative discipline.   Demonstrated experience in the areas of Earned Value Management (EVM) and EVM Systems (EVMS) in accordance with TechAmerica ANSI EIA-748.   Working knowledge, skills, and analytic abilities in EVM Systems review, EVM Program health (cost, schedule, technical).   Capable of participating in teams that produce integrated EVM analyses including but not limited to technical parameters, acquisition, and logistics requirements, fiscal, technological, and schedule constraints, procurement and business principles and similar project-influencing factors.   Demonstrated experience in evaluating estimates-to-complete utilizing various methodologies to develop forecasting and early warning reports.   Experience on Integrated Baseline Review (IBR) teams and conducting integrated master schedule (IMS) reviews.   Demonstrated experience in the areas of Earned Value Management (EVM) and EVM Systems (EVMS) in accordance with TechAmerica ANSI EIA-748.   Working knowledge, skills, and analytic abilities in EVM Systems review, EVM Program health (cost, schedule, technical).   Knowledge of DoD EVM and Financial Management policies, practices, processes, andregulations applicable to DoD systems acquisition in accordance with DFARS and DoDi 5000.02preferred.   The candidate shall have demonstrated technical, acquisition, or analyst experience.   Capable of participating in teams that produce integrated EVM analyses including but not limited to technical parameters, acquisition, and logistics requirements, fiscal, technological,and schedule constraints, procurement and business principles and similar project-influencing factors.   Demonstrated experience in evaluating estimates-to-complete utilizing various methodologies to develop forecasting and early warning reports.   Experience on Integrated Baseline Review (IBR) teams and conducting integrated master schedule (IMS) reviews.
