Job Description

Summary: CACI is in search of a SME with extensive expertise policy experience (DOD/AF preferred) to manage and execute a variety of policy, planning and program related functions for the Department of Defense Cyber Crime Center (DC3).   Duties and Responsibilities: - The Systems Analyst, Sr Expert will provide expertise to and lead the review of cyber and intelligence policies, processes and procedures, program review and analysis - Leverage extensive expertise with external and internal DC3 documents for presentation to the Executive Director review and approval - Will communicate with and interact with key stake holders and Program Leadership regularly - Will serve as SME for ongoing report analysis and generation; monitoring memoranda of agreement/understanding - Direct the coordination of educational partnership agreements with colleges and universities, and Cooperative Research and Development Agreements with DC3 partners - Direct the coordination of cyber policy development for the Enhanced Shared Situational Awareness (ESSA) group - Manage DC3's support to Digital Forensic Enterprise (DFE); and general analysis for the DC3 and five subordinate directorates. EDUCATION & EXPERIENCE: Typically requires a bachelor's degree or equivalent and 18 years of experience.   Required Qualifications: - Expert level knowledge of policies, programs, organizations, functions, and legislation affecting accredited digital forensic lab, training and outreach organizations. - Over 12 years of direct experience with National Cyber Intelligence programs to identify data points, document, and report on DC3 activities supporting these programs. - Must be an expert in DoD and US Intelligence Community resource planning policy and procedures. - Expertise with the methods to evaluate and advise key stake holders on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. - Must be able to lead the planning and coordination activities involving national cyber security initiatives. - Research Expert on current DoD, IC, Interagency local policy to determine appropriate policy and procedures in relation to current tasking and issues. - Exceptional writing skills, keen attention to detail, and ability to lead and own the preparation, review, and revision of documents for Program and Customer Executives   Desired Qualifications: - Experience with Government program management experience, particularly experience with the development and reporting of performance measures to evaluate program efficacy. - Superior organizational skills to analyze, develop and deliver detailed reports meeting tight suspense windows. - Expertise establishing and maintaining enterprise policy for requirements and configuration management as well as project execution and performance measurement. - Significant knowledge of digital forensic lab tools, technologies and current policy initiatives. - Strong background and experience with Air Force or DoD document staffing processes
