CACI has an exciting opportunity for the right person to join our team as a Senior Program Analyst, supporting the Naval Sea Systems Command (NAVSEA) in Washington, DC.You will provide Acquisition and Financial support the Command and Control Program Office, helping with DOD Planning, Programming, Budgets, and Execution (PPBE), and budget analysis.
More About the Role:
Support senior leadership in the execution of acquisition management and business management functions in support of ACAT and non-ACAT programs.
Provide strategic guidance and expertise to program senior leadership
Support all aspects of the federal government contracting life cycle, including pre–award acquisition planning, source selection support, and post–award contract administration for complex naval and DoD hardware intensive systems.
Support the annual ACAT program and non-program of record reviews, P-form and or R-form coordination, smart charts, systems review requirements and coordination, program management reviews, “What if Drills”, Congressional Briefs, obligation and spend plans, and POM planning.
Apply quantitative analytical techniques to assess system acquisition process issues to assist with the development of risk reduction and mitigation approaches for improving acquisition and program planning, control, and execution.
Utilize Navy Planning, Programming, Budgeting, and Execution Process (PPBE) databases to develop, coordinate, track, report, and make appropriate analysis and recommendations to support government decisions on requirements, milestones, and progress.
Prepare and track financial/funding documents using Navy Enterprise Resource Planning (ERP).
Participate with integrated product teams to provide acquisition expertise regarding all statutory, regulatory and policy updates impacting acquisition documentation requirements including approval authority, routing and signature requirements
Track and resolve any action items pertaining to all facets of the acquisition lifecycle. Monitor obligation and expenditure data to achieve obligations and expenditure goals.
Update and maintain Task Planning Sheets (TPS) in NEPS as required.
You’ll Bring These Qualifications:
Typically has B.A/B.S degree and minimum of 15 years of experience with acquisition and program management support in a DoD program office
Current Secret Clearance
Experience with the Navy PPBE process.
Experience using PBIS and Navy ERP
The ability to work with senior military leaders, civilian and uniform, and coordinate across action officer level activities
Ability to work effectively with a team but also independently and take initiative with limited supervision in a customer support role.
Highly organized and able to work with tight timelines
Excellent analytical skills, coupled with a strong sense of ownership, urgency, and drive.
Proficient in Microsoft Office products
Possession of excellent oral and written skills.
These Qualifications Would be Nice to Have:
MA or MS degree
Experience working in a resource sponsor or other Pentagon office
Completion of acquisition training, education, or certifications, including Defense Acquisition University, DAWIA Certification, or membership in the Acquisition Corps.
DAWIA Level I Certification in Program or Business Financial Management.
