Job Description

CACI International Inc. is looking for a Portfolio Management Domain Analyst with Army Headquarters experience located in Fort Belvoir, VA. Experience related to Portfolio Management and Performance Management is required and experience supporting the Army CIO and G-6 is desired.

What You’ll Get to Do:

The successful candidate will be responsible for the following:

  • Position supports both Army Portfolio Management and Army Performance Management efforts in the Army CIO and G-6.

  • Using the Army Portfolio Management System (APMS) and other sources and tools to conduct various portfolio analysis for the Enterprise Information Environment Mission Area (EIEMA) Cyber Domain, to include FISMA compliance; Tolerate, Invest, Migrate, Eliminate (Time) analysis; Joint Capability Area alignment and investment summaries.

  • Assist Mission Area (MA) and Domains to assess portfolio investments against the Army Strategy, Goals and Objectives and make recommendations for changes to the portfolio based on analysis against the evaluation criteria.

  • Liaise with the Domain and develop performance management criteria and Dashboards using the Strategic Management System (SMS). Monitor the Dashboards to assess strategy achievement and gaps based on strategic performance metrics.

  • Track investment performance, status, compliance and strategy alignment against Army Strategic Performance Measures and investment-specific metrics

  • Support planning and execution of Enterprise Information Environment Mission Area (EIEMA) Portfolio Work Group meetings and Cross Mission Area Work Group meetings. 

  • Assist in the planning and execution of IT Portfolio Management reviews and reporting to governance bodies such as the Army Enterprise Network Council (AENC).

  • Conduct performance assessments to inform IT Strategy Development and Portfolio Planning.

  • Assist in the review and re-balance of IT portfolios at Domain, Mission Area, and at Army level to align with strategic direction, and to reflect decisions, determinations, and prioritization decisions based on available resources.

  • Participate in weekly Performance Management meetings.

  • Provide recurring updates and status reporting against goals, objectives, and compliance criteria in Strategic Management System (SMS).

You’ll Bring These Qualifications:


  • Must Have Active Secret Clearance

  • Bachelor's Degree with a minimum of 5 years specialized experience is required

  • Experience supporting the Army CIO and G-6 is desired.

  • Experience with proven success related to Strategy and Portfolio management

  • Staff Action Officer experience a plus

  • Familiarity with, OMB Circular No. A-11 and OMB Circular No. A-130; Technology Business Management Framework (TBMF); Office of Management and Budget FY2021 IT Budget - Capital Planning Guidance; Capital Planning and Investment Control (CPIC) processes.
