Assist our client, SRF-JRMC Detachment in Sasebo, Japan, in developing and implementing a competency management program, ultimately leading to defined training and development strategies supporting the needs of their workforce.
Work with line managers in developing Knowledge, Skill and Ability (KSA) requirements corresponding to existing position descriptions. These KSAs will be used to identify and define career path planning steps and serve to guide employees in their professional growth.
Assist supervisors in determining gaps between KSAs held by personnel and those required for the position, and you’ll contribute to creating Individual Development Plans (IDPs) to help members of their team reach the requirements of their current and or trajectory positions.
Work with the client in aggregating individual development requirements into common needs, identifying gaps, and recommending coordinated training and development strategies within an overarching human capital strategy.
Work on multiple initiatives and may be called upon to support a variety of other duties for the good of the client in Sasebo or Yokosuka. These will include, but not be limited to, development and delivery of training materials, writing newsletter articles, documenting processes related to assigned function, setting up and facilitating meetings and training events, providing content for web and SharePoint sites, etc.
You’ll Bring These Qualifications:
Requires a bachelor’s degree (or equivalent) and a minimum of five years of experience in the Human Resources / Workforce Development arena.
Demonstrated experience with OPM, HRO, human capital strategy, competency framework development, implementation and administration.
Must have excellent communication and presentation (written and verbal) skills.
Must have outstanding interpersonal skills, such as providing constructive feedback, facilitating meetings, delivering training, and delivering oral and/or written project progress reports to the customer and senior staff.
Must be able to build cross-cultural relationships and assist others in understanding and adopting new processes.
Must be able to set goals, prioritize multiple objectives with various deadlines, and provide project status information to client and teammates.
Must be a proficient user of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
Must have, or be able to obtain, a DoD Secret security clearance (note: this requires US citizenship).
These Qualifications Would be Nice to Have:
Instructional systems design (ISD) experience.
Knowledge or experience working with federal employees in trade skills and supervisory competencies.
Experience in a Navy, NAVSEA, Regional Maintenance Center, or Shipyard environment.
