Job Description

CACI is seeking a Emergency Management Operations Supervisor who will be responsible for defining and developing business plans, processes, policies, roles and responsibilities, communication, and performance metrics. Initiates, supervises, and/or develops requirements for the IPAWS Lab 24/7 service desk. Provide expert recommendations for 24/7 service desk implementation, operations, and support. Provide and recommend Tier 1 and Tier 2 training courses, scheduling of IPAWS Lab staff and quality assurance. Evaluate service desk policy and procedures and provide recommendations for improvement. Support IPAWS FSTTL training sessions, scenario-based exercises, and tabletops. Help identify project strengths and weakness.  Must develop and manage IPAWS Lab SOPs and 24/7 Service desk SOPs. Provides strategic advice, technical guidance and expertise to program and project staff.   Plan and direct disaster response or crisis management activities, provide disaster preparedness training, and prepare emergency plans and procedures at the direction of IPAWS PMO. 

Duties may include developing strategic plans and transition plans, conducting research and analyses of business practices, performing cost/benefit analyses, implementing process improvements, designing, and implementing communication strategies and plans, and facilitating organizational change to improve organizational performance and service levels. This is a highly skilled, customer focused position.

Qualifications and more about the Role

  • BA/BS + 3 YRS
  • Integrated Public Alert and Warning System (IPAWS) experience in multiple systems is required.
  • Supervises employees, typically junior or mid-level
  • Sets goals and objectives for team members for achievement of operational results
  • Problems faced may be challenging, but typically are not complex
  • Ensures policies, practices, and procedures are understood and followed by direct reports, customers, and stakeholders
  • Manages projects/processes
  • May influence others regarding system design, solutions, and procedures
  • Subject Matter Expert in emergency management with specific experience in IPAWS public alerting and technical support.
  • Administrator for both IPAWS Lab and IPAWS PMO CRM software tool and produce reporting that evaluates trends and metrics
  • Provides strategic advice with expertise in alert and warning functions with specifications in Alerting Authorities IPAWS training, tests, and exercises
  • Interview and provide recommendations for Tier- level personnel
  • Train personnel on IPAWS-OPEN and IPAWS Lab 24/7 Service Desk
  • Assist and support functional IPAWS exercises, tabletops, and evaluation to support AA’s
  • Produce and manage scheduling of personnel
  • Provide recommendations and implement changes of IPAWS 24/7 Service Desk operations every 3 months
  • Available to support 24/7 Service Desk
  • Must be cable of defining training requirements, scenario-based exercises, and tabletops
  • Identify personnel strengths and weakness
  • Regional training initiatives on IPAWS-OPEN
  • Provide operational recommendations and corrective action plan
