What You’ll Get to Do:

You will provide support service to include the review, analysis, and recommendation of solutions to acquisition and Grants & Agreement (G&A) issues, perform contract/lease reviews/audits/practical hands on training, analyze acquisition and G&A data, provide subject matter expert consulting and recommend strategic sourcing or category management opportunities.

Contracting, Procurement, Acquisition Management, Property Services and Grants & Agreements within the USDA and Forest Service execute the business arrangements in accordance with the Federal Acquisition Regulations (FAR) with private industry for a wide variety of supplies, equipment, construction and services needed to meet the USDA and Forest Service missions. The Agency’s business requirements encompass a diverse range of needs to support forestry, wildland fire, aviation, research, recreation, wilderness, information technology and environmental compliance. The Department and Forest Service need of acquisition support services to maintain mission support and customer service.


More About the Role:

You will provide a variety of acquisition related issues or regulatory topic analysis for project management, procurement, contracting and leasing matters that supports management’s agenda for its operational units in areas such as review/audit of operations and work products, analysis of acquisition initiatives, data analysis, communications, surveys, measuring success, updating policy and procedures, training and developing  presentations. Also provide consulting, training, procurement, lease or program issue analysis, acquisition data analysis, establishing and tracking performance metrics, and other analytical tasks including, but not limited to:

  • Provide analysis and recommendations for acquisition issues such as regulatory analysis and implementation, field policy and procedure questions, work product reviews and new initiative analysis;
  • Review and update procedures, communications and other management tools;
  • Participate in national Procurement Analyst monthly meetings or project teams;
  • Facilitate and provide operational acquisition consulting or analysis services in group meetings or in other venues to support management’s agenda; and
  • Provide practical hands on training to acquisition personnel.

You’ll Bring These Qualifications:

  • Bachelor's degree, preferably in a business-related area;
  • At least five (5) years of experience.  If you do not possess a Bachelor’s degree, nine (9) years of experience is required;
  • Subject area expertise related to acquisition policies and regulations under the FAR. Have proven acquisition expertise and excellent writing skills and abilities; and
  • Must be self-motivated and able to stay on task. Possesses skills and abilities necessary to work in a team environment and communication skills to support project operations that resulting in high quality work. Knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.



These Qualifications Would be Nice to Have:

  • Experience using PRISM contract writing system; and
  • Contract Specialist/Officer experience within a U.S. Government civilian agency.
