Job Description

POSITION SUMMARY: Position supports the Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)) and the Office of the Deputy Assistant Secretary of Defense for Research (ODASD(R)). The ODASD(R) is tasked with providing oversight and program management of science and technology (S&T) to solve current and future challenges for the Department of Defense (DoD). The ODASD(R) requires highly specialized technical, program, and administrative support services to achieve its mission. Develops custom programs for web sites, which will attract and appeal to users, and provide desired information. Possess a wide range of knowledge of programming and server software operations. Create Web front-end user interface to new or existing databases using a combination of HTML, SQL, C, VB or other languages to make business applications accessible.   RESPONSIBILTIES:   The Contractor shall provide graphics, multimedia, and/or web support for the ODASD(R). The Government encourages maximum use of OSD graphics and Defense Logistics Agency (DLA) services. However, if these services are unable to be met through OSD or DLA please coordinate through the COR. As a reminder, ODCs are limited. The Government will not provide any equipment; the Contract should consider specialized equipment needed. These support activities include:   Draft and update content, develop and refine site design and structure concepts as directed, develop html files with supporting graphics and JavaScript code, ensure compliance with DoD regulations including Section 508 of the Rehabilitation Act and coordinate the upload of the files to the websites for the ODASD(R).   Develop, update, and maintain a variety of visual aids, including text and illustrations, for highly technical programs/concepts.   Produce 2-D and 3-D illustrations from scanned and edited photographs, images, drawings, and charts, to include quickly and efficiently producing high-quality (color, and black & white) viewgraphs, papers, and files in acceptable media formats.   Produce posters and videos of industrial trade show and conference quality according to the parameters and guidelines (to include timeframes) as the requested by the ODASD(R). Creates and maintains custom programs for websites utilizing various updated and cutting edge technologies. Implements client/company product features into new and existing websites. Develops improvements for existing processes. Works with others to develop and implement proprietary content & data management systems built with various technologies into new and existing websites. Implements dynamic, data driven designs for new websites as well as existing client websites. Works on projects including web-based applications, website enhancements, desktop applications, database-backed websites and web layout enhancements. Participates in processes concerning the architecture of new applications to meet client needs. Codes web pages utilizing XHTML and CSS and other computer coding languages, following industry standards. Works in several programming languages including SQL, PHP, and JavaScript as well as combinations of languages such as AJAX. Works in several development frameworks including . NET, Ruby on Rails, Smarty, and PEAR. Works with a variety of database systems including MySQL, PostgreSQL, and SQL Server among others. Work within a variety of database frameworks including ODBC and ADO. Installs or customizes modules and features for Open Source and proprietary software packages. EDUCATION & EXPERIENCE: Typically requires bachelor's degree or equivalent and five to seven years of related experience; however, for this position requires the following:   Requires a Bachelor's degree from an accredited college or university in information technology, web design, or graphic design is required.   Degree requirement waived in lieu of significant recent and relevant work experience: minimum of five (5) years' active duty military or minimum of ten (10) years' experience.   Clearance: SECRET   Experience Preferred: Five (5) years' experience providing programming, web design, and database management for government/DoD organizations. The Government desires that the candidate be knowledgeable in all areas of graphic design and computer based animation; have experience in computer based graphics efforts in support of DoD or equivalent government organization (e.g., Department of Homeland Security); and experience in communications/public affairs in DoD or equivalent government organization.     PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
