We are seeking a Deputy, Program Manager for the Marine Corps ERP, Global Combat Support System - Marine Corps (GCSS-MC). GCSS-MC which is a multi-increment program of record for Logistics Chain Management (LCM) that is intended to modernize the entire United States Marine Corps (USMC) logistics architecture systems and management capabilities. It provides near real-time visibility of retail supply, wholesale supply, equipment maintenance, and repair transactions. GCSS-MC is a Major Automated Information System (MAIS) Acquisition Category (ACAT-I) program that utilizes Oracle R12 E-Business Suite (EBS) and Oracle 10g Commercial Off-The-Shelf (COTS) applications with customization of Reports, Interface, Conversion and Enhancement (RICE) objects.
Current experience as a CACI project or program manager is highly desirable. A working knowledge of CACI’s program and project financial management, scheduling, budgeting, reporting, IT service delivery and implementation processes is a must. The candidate will provide input into project plans for the technical and business solutions and process re-engineering activities. The Deputy Program Manager will supervise service delivery, with an emphasis on coaching and mentoring senior staff. He/she will be highly skilled in customer and stakeholder relations; will have excellent knowledge of contract and subcontract management principles; and have experience controlling and improving the quality of service while reducing the lifecycle cost through operational efficiencies and business process improvement. He/she will be responsible for managing contract performance – including, personnel management, financial management, contract/subcontracts management, schedule management, performance management, and risk and quality management. Experience with Oracle Software is preferable, but not required. Knowledge of Agile package based development methodologies is preferable.
Primary job duties to include:
Program and portfolio management support; prepares progress reports and updates steering committee/executive management; anticipates issues and ensure timely resolution.
Oversees the development of program management plans, software engineering plans, and deliverables. Drives the implementation of agile development approaches, and program strategies.
Drives innovation and continuous service improvement.
Builds and maintains a positive working relationship with the customer.
Provide technical and business expertise and advice on strategic priorities and projects.
Develop qualitative and quantitative analysis; identify and analyze reporting requirements related to key strategic initiatives; define/develop data sources and manage the preparation of related reports.
Diagnose problems accurately and timely; evaluate and develop alternative courses of action; recommend and/or implement creative and effective solutions; document results.
Ensure projects are executed in accordance with CACI and Client policies and procedures, on time and within budget.
Plan and facilitate project meetings
Develop overall program roadmap to guide planning at the task order level
Program/Project phases/key deliverables
Manage program cost, schedule, performance, and quality and report metrics as defined by customer specified SLAs.
Manage all communications between internal stakeholders.

Bachelor’s or master’s degree and 8-10 years of related experience.
Position requires the ability to obtain/maintain a government public trust.
Willingness to work in the Quantico/Stafford area
Experience managing large, multi-functional technology operations and development program teams.
Experience managing complex tasks under tight budget and time constraints
PMP Certification or DAU Program Management Level I or higher
Minimum of 5 years of experience with IT systems, programs and/or software
Ability to build and maintain positive working relationships with all stakeholders to ensure program success.
Proactively identify and evaluate program challenges then develop alternative courses of action; recommend and/or implement creative and effective solutions;
Strong verbal and written communications skills
Familiarity with Marine Corps programs, operations and traditions.
Drives the implementation of agile development approaches, and program strategies
Familiarity with DoD Supply and Maintenance policies and procedures
Experience dealing with a global SCM system
Experience dealing with DoD information security policies and procedures
