The senior level program manager is in charge of the overall planning, direction, oversight and administration of the contract. Ensures full compliance with contract requirements, routinely meets with the NETCOM CNOMS leadership. Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costs, and implements associated risk mitigation strategies. Participates in program reviews and readjusts resources and schedules to accomplish programs, as necessary. Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. Facilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiency. Demonstrates expertise in a variety of the technology trends and concepts, practices, and procedures and as required provide consultation on complex projects as a top-level contributor/specialist. Will have a deep understanding of how the Army operates, US Army IT enterprise/infrastructure and the Army’s future direction.
Job Duties and Responsibilities
Responsible for meeting all contract deliverables, proactive planning to assist client, identify and resolve contract issues and concerns, work closely with KO, COR, and government GTLs.
Support IT Enterprise architecture planning, engineering, program management and configuration management.
Provide education and training on the certification requirements to employees supporting contract.
Evaluate existing projects/requirements and make recommendations to government counterparts regarding relevance, efficiency, and effectiveness.
Execute implementation of existing projects/requirements.
Process and track customer requirements, engineer solutions and manage project implementation IAW government guidance.
Develop/Manage Enterprise Master Integrated Schedule, tracking milestones, major projects, completion dates (i.e., Microsoft Project Management type program (Gantt charts)).
Establish a local PMO facility.
Support contracts, provide logistics and staffing management capability for unit.
Produce and integrate Implementation Plans for new and approved projects.
Implement Information Technology Infrastructure Library (ITIL) Process to support organizational increase on high reliable IT services.
Coordinate initial design plans with other agencies to ensure compliance with environmental and energy guidelines.
Knowledge, Skills and Abilities
BS Technical degree with 8-12 years of experience, Master’s Degree (Technical or MBA) preferred
10+ years Army IT Enterprise experience
PMP, ITIL Certification
Significant experience with IT concepts, practices, procedures and industry standards.
Proficient in MS Office tools, to include MS Project.
Demonstrated experience as a senior level program manager.
