Job Description

What You’ll Get to Do:

Serves as the lead technical manager over one or more projects establishing goals and plans that meet the Project’s objectives. Utilizing domain and expert technical knowledge, the PM provides technical/management leadership on task order delivery.

Post contract award, you will be the leader of one or more project teams supporting the Land Border Integration (LBI) program for the Department of Homeland Security (DHS) Customs and Border Protection (CBP), Integrated Traveler Initiatives-2 (ITI-2) program.  The position will be supporting one or more technical subject areas where you will lead the development and design and execution of the hardware and software solutions at border locations throughout the United States focusing on specified travel entry and exit modalities.  Expertise in one or more of the travel modalities of air, pedestrian, vehicle, sea, and rail for entry and exit at various ports of entry is highly preferred.

More About the Role:

  • The position will be supporting the various border security efforts of CBP and may include: biometric technologies such as facial recognition, RFID enabled documents, license plate reading technologies, data analytics, IoT, and other border security technologies. 
  • Manage Agile development activities for one or more projects, oversee large requirements gathering tasks with the client, identified opportunities for follow-on business that bring additional value to the client, i.e. follow-on engagement opportunities include additional services engagements, creating change orders when additional work required outside the original contracted scope of the project. 
  • Use thought leadership and understand the client’s future to design and architect solutions using leading edge technologies. 
  • Creates project artifacts, solution designs, estimates (BOE’s), bill of materials (BOMs), and other project related deliverables as needed.
  • Establishes and maintains strong working relationships with third party companies and identifies new technologies that enhance your projects capabilities.
  • Providing technical/management leadership on major tasks or technology assignments. 
  • Leading analysis of functional business requirements and design specifications for functional activities. 
  • Leading analysis, design and new construction of next generation IT hardware and software systems. 
  • Leading client presentations and sprint reviews on a regular basis.
  • Provide thought leadership and innovative solution design addressing the client's unique mission needs. 
  • Perform full system analysis from technical implementation to business process management. 
  • Provide technical leadership in terms of delivery, release prioritization, and O&M for multiple systems. 
  • Provide technical input and solution design for proposals and contract modifications. 
  • Support engineering development projects (e.g., HW, SW, Agile). 
  • Serve as a primary technical interface with client related to program solutions. 
  • Provide strategic technical direction to client. Support related business development and proposal development activities.

You’ll Bring These Qualifications:

  • Minimum Bachelor's Degree in a technical field with a minimum of 15+ years of Information Technology (IT) experience (or masters equivalent).
  • Experience managing teams in Agile software development environments.
  • Technically proficient in Software Development life cycle; Software Architecture; Systems Engineering; Cloud Computing; Agile Methodologies; Data Management and Analytics, Modern Application Frameworks.
  • Ability to interface with clients at all levels of their business, to include business operations, financial, technology and management
  • Has domain system engineering experience in one or more areas including air, land, vehicle, pedestrian, sea, and/or rail.
  • Excellent technical and management skills 
  • Excellent verbal and written communication skills 
  • Agile project management skills are required 
  • Certified Scrum Master is a plus, or ability to achieve 
  • Ability to work in team environments across a diverse set of projects with multiple stakeholders 
  • Proactive approach to problem solving 
  • Delivery mindset 

Required Certifications (Must be current at time of contract award)

  • Project Management Institute (PMI) Project Management Professional PMP Certification
  • ITIL Foundation Certification (preferred)

Nice to have:

  • Current CBP Entry on Duty (EOD) preferred
