More About the Role:
Previous experience with Technology Transfer (T2) is a plus; however, the more important selection criteria is experience as a DoD Action Officer who is a quick learner and who follows-up and follows-through. Once asked to do something, you should clarify to ensure you understand the task and then keep the Tasker in the loop if any issues arise. The Tasker needs to be confident that the job will be done timely and correctly. You should be detail oriented and organized. You should have initiative and provide feedback for improvement. Additionally, you will Support the Director of Department of Defense (DoD) Laboratories Office, Undersecretary of Defense Research and Engineering (USD (R&E), to develop and provide policy guidance that supports cutting edge technologies to DoD. You will support the T2 Program portfolio. The T2 Portfolio program analyst serves as DoD-wide official for establishing, managing, or facilitating conferences, congressional responses, white papers, and reporting all T2 processes, program funding, innovating pilot programs, and related functions. T2 provides a formal venue for establishing collaborative partnerships with industry, academia, state and local government, and other federal agencies. These partnerships accelerate the development and transition of innovative technologies to support the joint warfighters and to stimulate the civilian economy.
Job Tasks include:
Serve as the primary action officer for T2 oversight initiatives, processes, activities, and awards executed by the Defense Laboratories and Personnel Office. Such activities will include: drafting and editing agendas, read-aheads and correspondence; scheduling and leading meetings in support of government clients; track project progress and milestones for the government; and conduct short term research and writing projects and government direction;
Serve as an action officer for the Defense Laboratory Quality Enhancement Program (LQEP) Panel on Technology Transfer, including drafting agendas, meeting minutes and read-aheads; scheduling briefings; and tracking action items;
Develop programmatic and technical material required for position papers, reports, briefings, Congressional testimony, and inquiries from internal and external stakeholders;
Support the development of policy documents, strategies and action plans at government direction. Track, coordinate, and report on T2 activities across the Services and Defense Agencies;
Develop and conduct data calls, and present ensuing information related to T2;
Liaise with the Federal Laboratory Consortium (FLC) for DoD T2 initiatives;
Drafting Award Packages;
Support the planning and facilitation of meetings and small conferences or training workshops; and
Liaise with and support departmental committees, the T2 Working Group, the Federal Laboratory Consortium, and strategic communications efforts that promote intradepartmental collaboration and interagency cooperation, including maintaining correspondence, reviewing/editing documents and tracking action items.
You’ll Bring These Qualifications:
Education: A Master’s degree from an accredited college or university is required. Degree requirement waived in lieu of significant recent and relevant work experience: minimum of five (5) years’ active duty military or minimum of ten (10) years’ experience; and
Experience: Five (5) years’ recent and relevant experience. Demonstrated progressive responsibility in project management positions supporting the DoD science and technology enterprise. Work experience in positions requiring exceptional oral and written communication skills, and above-average skills in MS Word, PowerPoint, and Excel applications. Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance from the client, and often within very short deadlines.
These Qualifications Would be Nice to Have:
Master's degree in science, technology, engineering, mathematics, or other relevant field. Five (5) years recent and relevant experience. Demonstrated progressive responsibility in project management positions supporting the DoD science and technology enterprise.
