What You’ll Get to Do:

The MMSC Training Facility Director will support the NAVSEA Program Executive Office (PEO) for Unmanned and Small Combatants’ (USC), Foreign Military Sales (FMS) Program Office (PMS 525) for development of training systems capabilities and transition plans from a new ship construction to fleet introduction, sustainment, and turnover to foreign navies.  Provides expertise and services to the Foreign Navy Officers and crews.   

More About the Role:

Serves as the PMS 525 Program Office’s on-site Representative.  Interacts with senior level stakeholders from the requisite Foreign Militaries, DON, other government agencies, and the private sector to address and resolve Program Office Manpower, Personnel and Training (MPT) and Human Systems Integration (HSI) issues.

  • Analyzing training pipelines, recommending program improvements as well as analyzing crewing strategy changes that result from shifts in policy to recommend changes to the training infrastructure, crewing plans, and crew delivery schedules.

  • Designing and implementing a communication strategy to provide MPT product status to the Program Office, including methods for addressing, responding to, and resolving issues and requests the Program Office’s customers.

  • Providing advice and guidance to the management team in the development of long range MPT/HSI plans and strategies.

  • Provide advice and guidance to an integrated multi-disciplinary team of government civilians and contractors, providing overall design direction and management to ensure the development, delivery, coordination, integration and issue of policy and functional guidance for PMS 525’s Training Facility and programs.  

  • Review proposed training schedule revisions provided by other activities to determine their efficacy and recommend the strategies to implement program improvements.

  • Projecting potential training requirements, research solutions, for existing MPT shortfalls, recommend Courses of Actions (COAs), perform Business Case Analysis (BCA), independently select the optimum solution, advise budget requirements, monitor and report execution, analyze contractor performance and take corrective action when required.

  • Advise/support design, development, and analysis of key performance metrics to determine positive and negative trends in MPT product delivery by both industry and government teams.

  • Advise/support the development and maintenance of the foreign Crew’s Scheduling and Phasing Plans (CSPP), Training Master Plans (TMPs), Ship Manning Document (SMD) / Preliminary Ship Manning Document (PSMD), Training System Installation Plan (TSIP).

  • At the direction of PMS 525 Program Manager (PM), Deputy PM and Principal Assistants Program Manager (PAPM), assist in the develop of program office presentations intended to provide situational awareness of program requirements and changes.

  • Advise/support the submission of budgeting data for Foreign Navy training requirements to the program office in the form of Task Planning Sheets (TPS) and management of provided funds, coordination of travel requests and approvals.

  • Advise/support the Foreign Military Crew training management (classroom, schedule, equipment, etc.).

  • Review proposed Ship Change Documents (SCDs) for future equipment changes that may affect future training and provide course update recommendations

You’ll Bring These Qualifications:

  • Ability to prioritize multiple simultaneous tasks and effectively schedule required deliverables, meetings, and follow-up actions

  • Proficiency with Microsoft Word, PowerPoint, Excel, Access

  • Active DoD Secret Security Clearance

  • Requires strong written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills

  • U.S. Citizenship required
